The Line-Item Quote: Your Best Defence Against Bill Shock
A lump-sum figure scribbled on a card tells you nothing. A fair written quote shows its working. Before any job over a few hundred dollars, ask for these five things in writing:
- 1. Labour rate × estimated hours. "$105/hr × 3 hrs" — not just "labour". This is what lets you check the maths later.
- 2. Materials itemised. The cylinder, the valves, the pipe — each with its own price. You can price-check a 135L cylinder at a plumbing merchant in two minutes.
- 3. Callout fee, stated. If there is one, it belongs on the quote — not appearing for the first time on the invoice.
- 4. GST status. Is the total GST-inclusive or +GST? That single word is a 15% difference on the final bill.
- 5. Exclusions. What is not covered — gib repair, painting, disposal of the old unit, unexpected pipe replacement. Surprises live in the exclusions.

Your rights when the final bill balloons
Quote vs estimate matters. A written, accepted quote is a contract price — the plumber cannot unilaterally charge more for the same scope. An estimate is not a cap, but under the Fair Trading Act it must be a genuine, reasonable assessment; an estimate used as bait for a much bigger invoice is misleading conduct.
The Consumer Guarantees Act applies to trade services. Work must be done with reasonable care and skill, and where no price was fixed, the charge must be reasonable. "Reasonable" is measured against market rates — which is exactly what the tables on this page are for.
You can dispute unreasonable variance. Put it in writing, pay the portion you agree with, and ask for the invoice to be justified line by line. Most disputes settle at this step because the plumber has to show their working.

Why did my plumber bill double the estimate?
Usually one of three things: the job was scoped as an estimate (not a fixed quote), extra work was found once walls or pipes were opened up, or the original number was a verbal figure with nothing in writing. An estimate is a genuine approximation, not a cap — but under the Fair Trading Act it still has to be a reasonable one, and a final bill wildly above it can be challenged. Always ask for the figure in writing, ask whether it is a quote or an estimate, and ask to be told before any work beyond the original scope starts.
Is a plumbing quote legally binding in NZ?
A written, accepted quote is generally binding — the plumber must do the described work for the quoted price unless you both agree to a variation. An estimate is not binding, but it must be a genuine, reasonable assessment. If the final invoice is far above a written estimate with no agreed variations, you can dispute it. Get variations confirmed in writing (a text message is fine) before the extra work happens.
Do plumbers charge GST?
Almost all Auckland plumbing businesses are GST-registered, so expect 15% GST on top of any +GST figure. The trap is quotes given excluding GST and invoices arriving including it — a "$2,000" job becomes $2,300. Always ask whether a number is GST-inclusive before you accept it, and check the invoice shows the GST number and amount.

What is the cheapest way to get plumbing work done?
Bundle jobs so you pay one callout fee instead of three, book standard hours rather than after-hours, supply fittings yourself only if the plumber agrees (some will not warranty supplied parts), and get two or three written line-item quotes for anything over about $500. Do not shop purely on hourly rate — a $95/hr plumber who takes six hours costs more than a $140/hr plumber who takes three. Never trade the PGDB licence for a cash discount: unconsented work can void insurance and hurt resale.
